Ð The United Nations High Commissioner for Refugees , in the context of the
implementation of the "Bossi-Fini" Immigration Law, is recruiting one
Eligibility Consultant for the Territorial Commissions.
Qualifications
required:
-
advanced University Degree in Law/Political Science;
-
specialization in refugee law and/or working experience with refugees or in
refugee related field;
-
excellent command of written and spoken English, Italian essential.

TERMS
OF REFERENCE
Eligibility
Consultant
Under
the (overall) supervision of the Senior Protection Officer of RO Rome, and the
direct supervision of the Eligibility Consultant Coordinator, the Eligibility
Consultant will:
1.
Participate, on behalf of UNHCR, in the sessions of the Territorial Commission
(in Crotone, Foggia, Gorizia, Milano, Roma, Siracusa, Trapani), as a regular
member, which includes, inter alia, interviews of individual cases and an
active role in the decision-making process, as per art.1-quarter, para.1 of Law
no.189/02;
2.
Carry out his/her functions in the Territorial Commission in line with the
relevant legal domestic provisions, in particular those foreseen by Law
n.39/90, as amended by Law n 189/02, and the respective implementing
regulations, as spelled out in Presidential Decree 303/04 and in line with the
1951 Convention on the status of refugees, the related 1967 Protocol, UNHCR's
Statute, UNHCR's or other relevant UN'guidelines, recommendations and
instructions and other applicable Human Rights norms and standards;
4.
Participate, upon request of UNHCR Rome, in training activities organized for
the members of the Territorial Commissions, in particular in those organized by
the "National Commission for the right to asylum" (henceforth
National Commission) and by UNHCR as well as any other similar training exercise
that may be deemed appropriate to take part to;
5.
Constantly update his/her knowledge in all matters related to asylum, with
particular reference to international refugee law, legal domestic developments,
country of origin information, trends in the international Human Rights Law and
the related international and domestic jurisprudence;
6.
Regularly report to UNHCR RO Rome, as instructed;
7.
Carry out, as may be requested by UNHCR RO Rome, any other activities aiming at
implementing UNHCR's protection mandate, including prevention of refoulement;
8.
Liaise, in close co-operation with UNHCR RO Rome, with NGOs, lawyers and other
qualified persons or bodies working in the asylum field in matters regarding
individual cases;
