2. Type: Call for expressions of interest. Persons who are interested in having their name entered on a list of potential contractors are invited to submit an application in accordance with the rules set out below. The European Community pursues an equal opportunities policy and, in this context, women are particularly encouraged to either submit expressions of interest or to be involved in their submission. The authorizing department will draw up a list of candidates who meet the criteria set out in 8. Each time a specific contract is to be concluded relating to the field described in 3.(a), the authorizing department will send the specifications to all the candidates on the list or to some of them, selected on the basis of special criteria for the contract concerned. The list drawn up following this notice will be used solely for contracts whose estimated value is below the thresholds laid down in the relevant public procurement Directives. The Commission wishes to establish a list of experts who can, from time to time, provide it with services, in particular 1. as technical evaluators of project proposals received for Community actions; 2. as ex-post evaluators of Community action projects. The contracts would not normally exceed 20 days' duration per year and would be remunerated at the standard daily rates applied by the Commission for experts' services. The list will be divided into three sub-lists: reception, integration, repatriation. A separate set of application documents, as set out in 7, should be submitted for each sub-list.
3. (a)
Description of the fields covered by the call for expressions of interest:
Please read all documents pertaining to the ERF on http://europa.eu.int/comm/justice_home/jai/prog_en.htm. The ERF of 216 000 000 EUR was
established by Council Decision 2000/596/EC to promote solidarity between
Member States in matters of asylum. The ERF also supports, at the initiative of
the Commission, innovatory actions or actions of interest to the Community as a
whole (Community actions). In 2000 and 2001, projects have been selected for a
total budget of 1 300 000 EUR and 1 700 000 EUR respectively covering
networking activities, awareness-raising and information campaigns, studies on
legislation, policy and practice relevant to reception, integration and
repatriation. (b)Type of contract

of the list resulting from the call for expressions of interest: Three years
from the date of dispatch set out in 10.
6. Where
applicable, the legal form to be assumed by the grouping of service providers
to whom the contract is awarded: None.

Incomplete
applications will not be considered.
8. Information
and documents concerning the candidate's position, and the information and formalities
necessary for an appraisal of the minimum economic and technical standards
required: Candidates should include in their application evidence of their
financial standing and of their technical and professional competence, as
follows: exclusion criteria: the
Commission may decide to exclude a candidate from participating in any contract
if the candidate does not return the exclusion criteria form attached to the
application form. Selection criteria: candidates must give evidence of:
a) capacity
to provide the necessary technical and professional experience and skills in
order to assume the tasks specified. Evidence of such experience and skills may
be furnished by providing details of their educational and technical
qualifications and of their professional experience, including in each case: -
candidates must specify the sub-list they are interested in, - the application
and exclusion criteria forms, duly completed, - an up-to-date curriculum vitae,
- a list of all relevant publications, e.g. books and articles. (Copies of
publications should not be sent), - where appropriate, a list of all work
carried out during the last three years under contracts with the European
institutions;
b)
financial capacity enabling them to assume the tasks set out above. This
evidence may be furnished by statements concerning the candidate's position in
matters of VAT and social security obligations.
