TERMS OF REFERENCE
Duty Station: Pristina, Kosovo (Serbia and Montenegro)
Project: Prevention and Capacity Building Activities in Kosovo and FRY Macedonia
General Function:
Under the general supervision of the Chief of Mission, the direct management and guidance of the Programme Manager and the Project Officer, the incumbent will support the development and start-up phase implementation of training activities for Law Enforcement and other related actors.
Responsibilities:
á Provide IOM staff, as well as external experts, appropriate expertise on Law Enforcement and its synergies within the Counter Trafficking aspect;
á Participate in the elaboration and development of training concepts and modules for different Law Enforcement bodies, namely Police Academy and Border Police;
á Advise on bilateral and multilateral Law Enforcement cooperation mechanisms as well as identify possible gaps;
á Support with the organization of exchange visits of selected trainees both at local and regional level;
á Deliver training to Law Enforcement;
á Assist, as required, the Information/Media Consultant and the Information Campaign Project Assistant to create specific messaging on Law Enforcement issues;
á Assist IOM Counter Trafficking team and the Counter-Trafficking consultant to create specific messaging on Law Enforcement issues when developing tailored training on operational structure and Counter-Trafficking direct assistance activities;
á Set up a Law Enforcement tailored filing system and records archive;
á Assist in preparing reports with findings based on research and trainings, including difficulties and gaps identified, recommendations and more;
á Other duties as may be assigned by/ through the supervisor/s.
Desirable Qualifications:
á University degree, preferably in Law Enforcement, Criminology or other relevant field, or practical experience equivalent to this;
á A minimum of 5 years experience in the related field, international experience Ð a plus;
á Proven experience in training activities events and ability to prepare clear and concise training plans and reports;
á Good contact with both local and International Law Enforcement bodies is a plus;
á Prior experience in the Balkans, specifically in Kosovo and FRY Macedonia highly desirable;
á Knowledge of the fields of Trafficking in Human Beings, Migration, Refugee issues and/or Development is a plus.

á Excellent written and oral command of English;
á Excellent writing, editing and oral communication skills;
á Strong strategic and creative thinking with ability to exercise first-rate judgment in anti-trafficking trainings and interacting with respective audiences;
á Capacity to handle high volume of activity;

á Willingness to travel required;
á Good knowledge of the standard computer application word processor, spreadsheet and database programs.
