Jorge A. Bustamante from Mexico was appointed as the Special Rapporteur on the Human Rights of Migrants to replace Gabriela Rodríguez Pizarro (Costa Rica) who held the mandate since 1999. Mr. Bustamante is a Professor of sociology, teaching International Migration and Human Rights at the University of Notre Dame (Indiana, USA). He was the Chairman/Rapporteur of the Working Group of Intergovernmental Experts on the Human Rights of Migrants created by the Commission on Human Rights from 1996 to 1999. The Working Group recommended the creation of the mandate of the Special Rapporteur, having identified the need for a monitoring and protection mechanism.

General Discussion Day on “Protecting the rights of all migrant workers as a tool to enhance development”
At its second session, held from 24 to 29 April 2005, the Committee on the Protection of the Rights of All Migrant Workers and Members of their Families decided that it will hold a Day of General Discussion focusing on the topic “Protecting the rights of all migrant workers as a tool to enhance development”. The discussion will take place on Thursday 15 December 2005 during the third session of the Committee at the United Nations Office in Geneva.
Discussing this topic will enable the Committee to make a contribution to the High Level Dialogue of the General Assembly in 2006 on the relationship between international migration and development (A/RES/58/208) and to highlight the human rights approach in this respect. The Committee’s discussions will be public and Government representatives as well as United Nations bodies and specialized agencies, intergovernmental organizations, non-governmental organizations and individual experts are welcome to participate.
The Committee encourages participation by non-governmental organisations and the submission of written contributions or case studies.

A first report submitted to the Committee on the Protection of the Rights of All Migrant Workers and Members of their Families
The third formal session of the Committee will be held from 12 to 16 December 2005 in Geneva, Switzerland.
It will prepare for the examination of the initial report submitted by Mali under Article 73 of the Convention and adopt its list of issues for the government of Mali. The examination of Mali's report is likely to take place at the Committee's fourth session, in April 2006.
The Committee encourages non-governmental organizations from Mali and other organizations with in dept knowledge about the local human rights situation of migrant workers and their families and/or the situation of nationals working abroad to comment on the following report:
