I Main objectives of the post and description of the activities

Summary of the post:

• Ensure legal advice on migration/asylum UE, Italian and Regional law toward the members of coordination of Mission Italy (MI), the field coordinators and the social workers;

• Develop and drive forward strategies, in cojunction with Head of Mission (HoM) and European Union migrants projects Coordinator (EUmpC), for achieving programme advocacy objectives on UE, National and Regional legislation on access to health care for migrants;

• Be responsible for the drawing up MI reports’ legal and advocacy sections;

• Cultivate a network of contacts— public authorities, members of Parliament, NGOs, local authorities, international and local organizations — to spread advocacy core;

• Train on access to health care’s legal framework, both to MI staff and NHS operators.

A. Support to MI projects and training

• Partecipate to MI coordination meetings;
• Maintain constant dialogue with the EumpC on legislatives and policies orientations at UE level;

• Maintain constant dialogue with the HoM and the field coordinators and keeps them informed about new orientations of UE, national and regional policies and legislations;
• Coordinate, in cojunction with HoM, advocacy and legal MI’s activities and staff of the area;

• Give support to MI Projects - trough frequent visits and contacts - and supervise social workers’ legal activities;

• Be responsable for training to MI staff on national and local legal framework related to migration and access to care, including briefing, debrifing to all the staff;
• Train on access to health care’s legal framework to NHS operators;
• Ensure contacts with local associations and NGOs in order to identify urban settings location where migrants live in excluded conditions;
• Participate, if needed, to field assessments on the spots identified;
• Maintain links with advocacy, communication and other MSF staff to share resources and experiences with a view of strengthening programmes at a national and international level.

B. Lobbying activities

• Ensure MI lobbying/advocacy activities towards the istitutions on the issues relalted to capitalization report, seasonal workers’, access to health care for migrants, Campaign “Divieto di Segnalazione” and centres for migrants report;

• Relate, in cojunction with HoM, with National istitutions, members of Parliament and local Authorities (ASL, Regions and Municipalities) to improve the access to NHS for migrants;

• Partecipate in networking activities with associations/NGOs working on migration (GRIS; Migration WT and Asylum WT), elborating common positions to be reported in front of the Institutions;

• Participate in advocacy/media activities (meetings, conferences interviews) on MI topics, when required.

C. Editing and reporting

• Analyse difficulties encountered in regards of programme implementation (on district, provincial, regional and national level);
• Draw updates, analysis and proposals on UE, National and Regional legislation on migration and asylum issues and for advocacy activities;
• Referent for final draft of capitalization report (coordination and editing).
