Integration Researcher Consultant

 

 

Major Duties and Responsibilities:

 

Integration prospects for beneficiaries of international protection in Italy continue to be seriously limited and constitute therefore one of the most problematic areas of the Italian asylum system. Italy lacks a comprehensive strategy and specific measures for the local integration of beneficiaries of international protection. Furthermore, perspectives for integration are increasingly limited due to ItalyÕs current economic crisis.

 

Responsibility for integration is decentralized, mainly handled by local authorities (regions and municipalities). In the absence of reliable coordinating mechanisms at the central level and with local authorities, this causes significant discrepancies at the different sub-national administrative levels (regions, provinces and municipalities), both in integration programmes and services offered, which are thus dependent strictly on the political priorities and economic means of the local authorities.

 

     There is a lack of statistical data pertaining to the actual presence of beneficiaries of international protection in Italy and their distribution on the territory. Information is also difficult to obtain concerning access to employment and unemployment rates among both asylum-seekers and beneficiaries of international protection.

 

 

8.  Overall purpose and Scope of Assignment:

        

Scope of the consultancy is the creation of a section on Asylum within the website on integration (www.integrazionemigranti.gov.it) currently managed by the Ministry of Labour through collecting data as well as mapping services pertaining to the integration of beneficiaries of international protection.

 

Under the overall supervision of the Senior Protection Officer of UNHCR RSSE in Rome, the Research Consultant will:

 

a. Design a mapping format on integration services available to beneficiaries of international protection in line with the website structure in use at the Ministry of Labour and aiming at facilitating data gathering and entering as well as the online consultation of all relevant stakeholders;

 

b. Outline a research scheme for the implementation of the website section on Asylum;

 

c. Work closely with the relevant Ministry of Labour team and ensure a proper handover;

 

d. Contact all relevant stakeholders and compile all relevant information on integration measures and practices in Italy;

 

e. Compile all relevant legislation, regulations, guidelines and applicable standards on integration of beneficiaries of international protection;

 

f. Drafting documents, presentations and proposing interventions on Integration;

 

     g. Carry out, upon request, any other activities aiming at implementing UNHCRÕs protection mandate, including prevention of refoulement.

 

 

 

Qualifications Required:

 

 

Starting Date: 01 November 2013

 

Envisaged Duration: 2 months, possible extension beyond 31 December 2013

 

Duty Station: Rome (UNHCR Office and Ministry of Labour)

 

Remuneration: UNHCR Individual Consultant terms and conditions
